House Chairperson, the ACDP notes the comments by the Portfolio Committee on Human Settlement about departmental challenges due to fiscal constraints, slow title deed registration, and uneven provincial performance.
The department also seems incapable of effectively implementing its Special Housing Needs policy, which is a great shame.
The ACDP recently received a concerning email from a constituent stating that while the Special Housing Needs Policy was approved in 2022, there is little to show for it; leaving those most vulnerable – including orphans, the elderly, and victims of domestic abuse and violence – without hope for better living conditions.
She advised that since 2024, 12 Special Housing Needs funding applications have been submitted by them but, to date, none have been processed or approved.
The Department of Human Settlement appears to be stalling the implementation of the programme, she says, and there has been no public announcement that the Special Housing Needs Policy has been approved. In addition, just two of our nine provinces have been briefed on the Special Housing Needs policy by the department since 2024 despite provincial department requests.
The department has also failed to adjust the Special Housing Needs Grant Calculator with a percentage increase required to cover escalation costs. Without that, we’re told, provinces are unable to process applications, and it is the second year that provinces have failed to add these projects to their budgets.
Lastly, our constituent is deeply concerned that the department’s lack of response may cause their donor-funding timelines to lapse. This would be very detrimental to the vulnerable they hope to assist.
House Chairperson, I want to personally urge the Minister to investigate the points raised here, and ensure that the Special Housing Needs Policy is fully implemented and is able to make a difference for as many as possible.
