BRR Report on Transport

House Chair, the ACDP in noting this Report of the Portfolio Committee on Transport on the Department’s performance for the 2024/25 financial year, acknowledges progress in certain infrastructure projects. However, simultaneously, the Committee records serious concerns about underspending and irregular expenditure, with R1.3 billion flagged by the Auditor-General.

The Department’s reliance on acting officials in key leadership roles has undermined stability and accountability, as highlighted in the Standing Committee on Appropriations’ engagement earlier this year.

Recently, debate has focused on deteriorating passenger rail services and delays in the Vala Zonke pothole repair programme. The Department’s own media statements confirm that road safety initiatives remain underfunded, despite October Transport Month showcasing ambitious plans.

Furthermore, commuters have voiced frustration at unreliable rail services and unsafe taxi operations, underscoring the urgent need for reform.

We further note the BRRR’s concerns regarding aviation safety oversight. Air Traffic Control skills shortages, jet fuel shortages, equipment failures, limited radar coverage and outdated procedures have caused delays and safety risks. Clearly, earlier warnings that outdated laws and refinery shutdowns could trigger fuel emergencies were ignored, leaving an appallingly unacceptable situation.

Honourable House Chairperson, the ACDP asserts that working transport systems are vital for trade tourism and indeed, our national reputation.

As Kingdom-builders, we call for full staff complements, investment in compliance, monitoring, and international cooperation. South Africans deserve a transport system that operates.
