Home Affairs must be efficient, ethical, and compassionate

Chairperson,

The ACDP acknowledges the strides made by the Department of Home Affairs in digital transformation, including the rollout of biometric identity systems and the clearing of long-standing visa backlogs. These are commendable steps towards restoring dignity and efficiency in public service delivery.

However, we must confront the moral and constitutional implications of Operation New Broom. While the Department claims this initiative upholds the rule of law, its execution has raised serious concerns. The Catholic Parliamentary Liaison Office cautions that biometric enforcement, without clear data protection safeguards, risks violating privacy and due process. Moreover, the mass detentions in District Six and Plastic View, including children and pregnant women, have drawn condemnation from civil society for echoing apartheid-era tactics.

Furthermore, the ACDP is concerned that the Border Management Authority (BMA) that was established to strengthen border control within the border law enforcement at ports of entry does not seem to be winning the fight against the illegal entry of immigrants in the country. Our borders are as porous as they were before, even before the establishment of the BMA.

Although there are calls for stricter border controls, we nevertheless believe that immigration enforcement must be lawful, humane and just in protecting all foreign nationals and potential tourists. We therefore call for an urgent review of the operation’s legal framework and the publication of safeguards to prevent racial profiling and unlawful detention.

We also note the Department’s progress in issuing over three and a half million Smart IDs and expanding live capture systems. Yet, persistent issues remain: long queues, blocked appointment slots, and inconsistent service delivery continue to frustrate citizens. The Department must prioritise equitable access, especially in rural and under-resourced areas.

Finally, we urge the Minister to ensure that the revised White Paper on Citizenship, Immigration and Refugee Protection addresses the rights of immigrant children and aligns with constitutional mandates.

Chairperson, the ACDP supports a Home Affairs that is efficient, ethical, and compassionate. Let us not sacrifice justice on the altar of expediency.
