Norman Fana Mkhonza is a resident of Ormonde (Ward 54) in the City of Johannesburg, Gauteng, South Africa. While dedicating 21 years of his career to the gaming and leisure industry, he concurrently pursued and completed multiple post-matric qualifications.

Norman currently serves as a Proportional Representation (PR) Councillor for the African Christian Democratic Party (ACDP) in the City of Johannesburg Metropolitan Municipality, a role he has held since September 2022. Driven by his deep faith in the LORD Jesus Christ, he dedicates himself fully to every deployment and leadership responsibility.

• Master’s Degree (General) from MANCOSA. Rearch dissertation investigated how performance management impacts service delivery within the Thaba Chweu Local Municipality.
• Bachelor’s Degree in Human Resources Management from MANCOSA.
• Certificate in Leadership for Local Governance from the Wits School of Governance. Earned the 2023 Executive Education Exemplar Award for demonstrating authentic leadership and embodying institutional values.
• Certificate in Human Resources Management from the University of Johannesburg (Cum Laude).
• Certificate in Finance and Accounting from Wits Business School.

Regional Secretary General: He previously managed administrative and strategic operations for the ACDP Region.

National Leadership: His executive administration skills were utilised at the highest party level, serving first as the National Deputy Secretary General and subsequently as the National Policy Coordinator.

IEC Representative: He acted as the ACDP representative on the National Party Liaison Committee at the Independent Electoral Commission.

Norman currently serves on the Finance Committee and Petitions Committee.

Previously, he also served on the Community Development Committee and  Human Settlements Committee.

Property Audit Initiatives: Blocked by council inertia despite actively pushing for an audit of municipal land and properties while serving on the Section 79 Human Settlements Oversight Committee.

Financial Transparency Demands: Routinely lobbied for Section 71 financial reports to be accessible to Oversight Committees, though these requests were repeatedly blocked.

Accountability Enforcement: Led continuous calls for Councillors and municipal employees to settle their own consumer accounts, a policy the City has now actively begun enforcing.

Pro-Consumer Advocacy: Collaborated with the ACDP Caucus to table a motion targeting the removal of the unaffordable R200 monthly prepaid electricity surcharge, though the proposal was ultimately voted down.

Community Petition Advocacy: Actively assisted local communities in lodging formal petitions to address critical grievances neglected by various municipal departments and entities.

Rigorous Executive Accountability: Consistently challenged the Executive with sharp, uncomfortable questioning during reviews of quarterly performance reports from City departments and state-owned entities.

Community-Driven Partnerships: Launching localised development projects by uniting community activists with private sector resources.

Collaborative Public Safety: Strengthening local security through joint partnerships between the Johannesburg Metropolitan Police Department (JMPD), SAPS, and Community Policing Forums (CPFs).

Our communities care about tangible service delivery like reliable water and power, not bureaucratic compliance documents like the IDP and SDBIP. While frameworks like the IDP and SDBIP are essential for governance, the core focus of our residents remains the uninterrupted delivery of basic services like water and electricity.
